Lisa is a Partner in Thomson Geer's Government, Corporate, Intellectual Property, Technology and Regulatory teams, and advises on a wide range of commercial and regulatory matters.

Lisa specialises in complex and innovative projects, with a particular focus on the design and execution of major government and private sector initiatives. She provides strategic advice at all stages of project design and delivery, from the commencement of procurement planning, through transition and implementation.

In addition to her major project expertise, Lisa undertakes a wide range of commercial and government work. She is experienced in preparing, negotiating and advising on a range of commercial agreements. She also advises both public and private clients in relation to public sector governance and conduct, government decision-making and administrative law, including advising on Freedom of Information and ICAC issues, and advising on the operation of complex regulatory regimes.

Lisa's experience includes working with multiple parties, stakeholders and specialist advisers in the delivery of projects. With significant experience both in Government and in private practice, Lisa is uniquely placed to navigate the intersection between the public and private sectors in the provision of advice.

Experience

South Australian Department for Infrastructure and Transport

Acting for the South Australian Department for Infrastructure and Transport in relation to the outsourcing of Across Government Facilities Management services worth $1.7 billion. The new provider has taken over the co-ordination of maintenance and building works on the vast majority of state government-owned facilities across the state, including schools, prisons, police stations and most hospitals.

South Australian Government

Performing a primary advisory role to the Government of South Australia in the outsourcing of CTP Insurance in South Australia, which included the privatisation of "front book" insurance to four private providers as well as the transfer of the Motor Accident Commission's "back book" to the world’s largest private company, Berkshire Hathaway.

South Australian Department for Infrastructure and Transport

Acting for the South Australian Department for Infrastructure and Transport in relation to the outsourcing of services for Government Employee Housing, valued at $130 million. This involved the transition away from partially outsourced facilities management arrangements to full outsourcing to a private provider.

South Australian Government

Advising the Government of South Australia in relation to the SAHMRI 2 health and medical research development centred around Australia’s first Proton Therapy Unit, including assisting the project team to map and manage its timeframes and deliverables, driving buy-in and input from relevant stakeholders into the project timeframes and framework, participating in strategic Steering Committee meetings and negotiating key contracts.

Central Adelaide Local Health Network

Acting for Central Adelaide Local Health Network in relation to the negotiation and implementation of an alliance (and associated governance and intellectual property management framework) with the University of Adelaide to establish the SAiGENCI Cancer Research Institute. SAiGENCI is an independent cancer-focused medical research institute located in South Australia, focusing on cancer research and clinical trials, which will include new cutting-edge technologies in immunotherapies and genomics.

Acting for a range of private sector clients in relation to the application of the Freedom of Information Act and options available with respect to their commercial and business information caught up in a Freedom of Information application received by Government.
